I HAVE the honour to transmit to your Lordship herewith, in continuation of my dispatch No. 341 of the 16th instant, translation of a note which I have received from the Foreign Board, informing me that the Customs Notification against the general importation of morphia has been withdrawn,

I HAVE the honour to acknowledge the receipt of your Excellency's note of the 16th instant on the subject of the restriction placed by the Shanghae Customs on the general importation of morphia, pointing out that the humanity of this measure is not the question, but the Treaty provision, which stipulates that such measures shall not be brought into force until all the Treaty Powers have signified their assent thereto. You request, therefore, that the matter may be reconsidered, and that the Customs Notification may be withdrawn.

In reply, I have the honour to inform your Excellency that the Inspector-General of Customs has been directed to instruct the Commissioner of Customs at Shanghae to act in accordance with your request.
